Neath Athletic fly half Jonathan Spratt has a move to full back, while Lloyd Ryland of Bridgend Athletic, who scored a try against England for Wales under-16s last season, continues at centre.
The pivot role goes to Michael Huckridge, the former Pencoed Coprehensive and now Llanharan player, whose try and drop goal helped defeat England A und-16s last season and then gained a full cap against England at Neath.
Two forwards and one back from Newport HSOB are included in the squad – Brendan Lampitt at open-side flanker and lock Richard Cornock will be on the replacements bench. Ashley Smith is in as a reserve back.
The Youth will play against the Boys Clubs of Wales at Porthcawl on February 1 before hosting a four-nations tournament – which Wales have won on all five previous occasions – between February 15-21 and involving sides from Spain (u-19), Portugal (u-19) and Italy (u-18).
