Cardiff Blues wing Morgan failed a fitness test yesterday, primarily due tothigh and calf injuries.
Selley, who has figured at both centre and wing for his region, the Llanelli Scarlets, has been called in as a utility back and will cover both positions on the tour.
“Tal has been in good form this season for the Scarlets and he will now get the opportunity to test himself at the highest level,” said Wales coach Mike Ruddock.
“He is a talented young player who has been a part of the successful Celtic League title winning side this year and he has a good rugby future ahead of him.”

He also scored a Premier league try for Llandovery. Appearances for Scarlets this season: 20 of 22 in Celtic League (13 at centre,6 as wing and 2 as a replacement). He also played in both Celtic Cup matches as a wing and twice as a replacement in Heineken Cup pool matches.
