Barry Davies, Peter Sidoli and Jason Forster are the new kids on the block, but captain Colin Charvis will still lead an experienced Wales team to take on the Pumas (two Tests) and the Springboks (one Test).
Of former coach Steve Hansen’s RBS Six Nations squad 22 players remain, including Wales veterans Charvis, Gareth Llewellyn and record try-scorer Gareth Thomas.
The capped additions to the squad which finished fourth in the 2004 Championship include Darren Morris, Gavin Henson, Craig Morgan, Nicky Robinson, Andy Williams and Deiniol Jones.
“We have a few injury issues which has given the opportunity for a couple of players to come into the set-up,” said Ruddock.
“It’s a challenging tour, I’ll expect the highest standards and everyone involved will have to compete for the jersey.
“I’m sure there’ll be new faces in the starting line-up providing the new players reach the standard we want. And the fact that we are able to bring new players through at the highest level will undoubtedly pay dividends in the future.
“We are always trying to build strength in depth and this is a chance for one or two players to rise out of the shadows of others.”
