Wales international Cockbain had handed in a shock transfer request to the defending Magners League champions last month after failing to make Gareth Jenkins’s provisional Rugby World Cup squad.
But the Ospreys refused to release the 24-cap lock from his contract, that had another year to run, while teammates Ian Evans, Alun Wyn Jones and new signing Ian Gough were in France.
But now the Wales stars are back in action Cockbain, who joined the Welsh region at the start of the 2004-2005 season and played 55 matches, must look elsewhere as clubs in England and France lead the chase with Sale Sharks favourite for his signature.
Pugh joined the Ospreys when the region formed in 2003 and has played 79 games for Lyn Jones’s side. The flanker will now join London Welsh on loan until the end of November.
