The former Ospreys wing has endured a difficult few years since bursting onto the scene in 2009.
After undergoing shoulder surgery that year, Phillips struggled to secure regular rugby at the Liberty Stadium.
He was included in Warren Gatland’s 2010 RBS 6 Nations squad but remained uncapped and has played just eleven regional matches since.
But after making the short trip across the Loughor, Phillips is confident he can kick-start his career at Parc y Scarlets.
“The last two years have been very frustrating – I went from being involved in the Six Nations squad to not having much regional experience,” said Phillips.
“Having a shoulder reconstruction at a young age when playing senior rugby is tough and it takes a while to get back into things. It also takes a toll mentally.
“But I’ve got a fresh start at the Scarlets and hopefully things will go well for me there.”
While Phillips admits life was frustrating at times at the Liberty Stadium he is grateful for the experience gained.
The 21-year-old had the opportunity to learn from the likes of Welsh record try-scorer Shane Williams.
But after serving his apprenticeship he now hopes to secure regular rugby, although he is taking nothing for granted with his new region.
“I really enjoyed my time at the Ospreys but I was looking for a new challenge and more game time,” added Phillips.
“But it was brilliant learning and working with Shane Williams, Tommy Bowe, Nikki Walker every day.
“It’s still a tough challenge at the Scarlets with George North, Andrew Fenby and all the good youngsters.
“There’s still plenty of competition for places but I’m really excited for the new season.”
