Carter suffered a twinge in his leg during training on Thursday and did not take part in New Zealand’s captain’s run at the Millennium Stadium on Friday afternoon.
He is replaced in Steve Hansen’s starting XV by Aaron Cruden.
Hurricanes star Beauden Barrett will replace Cruden on the bench.
