England had No 8 Aaron Beesley sent off by referee Luke Haskins 10 minutes after the break for a second yellow card offence when he went in late with his shoulder once again.
Wales were six points ahead at half-time, 14-8, playing into a strong wind and up the slope. Scrum half Ollie Fountain kicked England into a ninth minute lead and then Beesley drove over for the first try of the game.
Wales were patient in their build-up, looked after the ball and gradually worked their way back into the contest. Hooker Dan Vella crossed from a driving maul on the half hour and centre Celyn Ashton added the conversion to reduce the gap to a point.
Vella crossed for his second try before the break while Beesley was in the sin-bin and Ashton’s conversion gave Wales a lead they would never lose. With the elements in their favour in the second half Wales were never in any real trouble, although they were unable to add any further tries.
Instead two more kicks from Ashton in the final 10 minutes extended the lead and allowed Wales to hold on to the Broadstreet Cup.
