The Wales U18 wing returned to the side with fellow international Aneurin Owen and helped the home side get off to a flying start. His first try, in the sixth minute, made it two quick tries and by the break the Dragons were 40-5 ahead.
Having beaten Cardiff Blues at the Arms Park in the opening round, the Dragons look well set to challenge reigning champions the Scarlets for the title. Six of the eight tries were converted and it took a late flourish from the visitors to make the scoreline look a bit more respectable.
It has been a tough start fort the Ospreys this season. They opened up with a 53-5 defeat to the Scarlets at The Gnoll and will be looking for an improvement when they travel to meet the Blues next week.
As well as the Rosser hat-trick, other tries for the Dragons flowed from Brodee Coghlan, Will Reed, Dylan Davies, Matthew Jefferies and Lewis Bates. Reed converted five of them and Jake Morgan added another.
The Ospreys had a try from wing Callum Dodd in the first half and then hit back with three more after the break from Joe Hawkins, Morgan Hibbard and Jae Key. Hawkins converted three of three.

Cardiff Blues U16 North ran in a dozen tries in their 68-0 win over Dragons Red in the Regional Age Grade U16 Championship.
Eight tries from the back division – two each for outside half Ben Burnell and wings Morgan Cole and Will Huggins and one each for centres Ryan and Iwan Jenkins. Burnell added four conversions for a match haul of 18 points, while other tries came from hooker Efan Daniel, back row men Kian Carter and Sam Evans and replacement Jac Rogers.
