Hardy, 25, has won four caps to date and he will hope to add to that this summer after being selected for the summer matches with Canada and Argentina.
The scrum-half helped Wales to the 2021 Six Nations title and scored a try in a strong performance against England before a hamstring injury ruled him out of the rest of the Championship.
Hardy was in the frame to make the British & Irish Lions tour of South Africa and although he didn’t make the final cut, he has come a long way in a short space of time.
He is now looking forward to working with former Wales and Lions scrum-half Peel who will take charge as Scarlets head coach for next season.
Hardy finished the regular season with the Scarlets with two tries against Edinburgh.
“Dwayne is a local boy who played a lot for the Scarlets. We’re really excited. He’s done a good job since he’s been at Ulster and we know we haven’t been great this season,” Hardy said.
“There have been some good games, but we’ve also let ourselves down on occasions. Hopefully we can have a better start to next season under Dwayne and kick on.
“Having another scrum-half look at my game is going to be great. He will have seen things I won’t have and will probably be harsher on us as nines if we don’t perform.”

Hardy continued: “I had a couple of good games in the Six Nations and I was over the moon to get an email saying I was in contention for the Lions.
“I would have laughed at you if someone had told me that 12 months ago because I was nowhere near the Lions then. When I went in with Wales for the first time I was probably a bit hesitant.
“I learned a lot about game management and particularly the kicking game. It was something I needed to do in the autumn period in order to be successful in the Six Nations.”
