Woodman led Wales into year’s global tournament before missing the U20 Six Nations earlier in the year with a thumb injury. He has played twice for the Dragons in the BKT United Rugby Championship in recent weeks and gets a start alongside Taine Basham and Aaron Wainwright at Cardiff City Stadium.
He is one of four changes to the starting XV from the game against Ospreys last time out. Brodie Coghlan gets a start at hooker, centre Joe Westwood is recalled in the midfield and Rhodri Williams at scrum half to skipper the side.
Aneurin Owen will make his 50th appearance for the Dragons, while Steff Hughes will make his 100th league appearance when he comes off the bench.
