The Wales captain, 34, led his country to a Guinness Six Nations Grand Slam in March and was named player of the tournament on the back of a series of impressive performances.
Jones was again skipper as Wales finished fourth at the Rugby World Cup in Japan and he was promptly named on the shortlist for World Rugby’s player of the year.
He made the most tackles of any player in the Far East with 79, his outstanding individual displays supplemented by superb leadership.
Jones beat Para-athletics javelin thrower Hollie Arnold, cyclist Elinor Barker, Para-alpine skier Menna Fitzpatrick, Para-athletics shot putter Sabrina Fortune, Taekwondo athlete Jade Jones, sailor Hannah Mills and boxer Lauren Price to the 2019 award which was voted for by the public.
Jones, who has 143 Test caps in total with Wales and the British & Irish Lions, is just five behind world record caps holder Richie McCaw.
He joins his current Wales team-mates Jonathan Davies, Dan Biggar and Leigh Halfpenny in winning the BBC Cymru Wales Sports Personality of the Year prestigious award.
He could yet make it a double as he has also been nominated for the 2019 BBC Sports Personality of the Year award.
Jones is joined on that shortlist alongside athletes Dina Asher-Smith and Katarina Johnson-Thompson, cricketer Ben Stokes, Formula 1’s Lewis Hamilton and footballer Raheem Sterling.
On winning BBC Cymru Wales Sports Personality of the Year 2019, Jones said: “I’m lost for words a little bit. Like I said on stage when you’ve got a few miles under your belt you get a tip of the cap.
“It’s massive and the nomination was huge for myself in terms of representing the team and the guys I’ve played alongside in the last year as well as guys who made me and have gone through the shirts before me.
“To have it voted for by the people who support us and the people we do means the world.
“It’s funny I don’t have a lot of rugby memorabilia around the house, but I’m sure this trophy will go somewhere nice.”
There was more Welsh rugby success on the night with Wales claiming the Team of the Year award after a fantastic 2019.
Former Wales head coach Warren Gatland – who moved on from the role after the World Cup after 12 trophy-laden years in charge – was named Coach of the Year.
