The highly-rated playmaker came through the age grade ranks at the Ospreys before joining the Worcester Warriors academy in 2018. Scully has caught the eye with his performances in the Premiership A League, which earnt him an international cap off the bench in the Under-20 Six Nations opener against Italy last weekend.
Scully will arrive at the Cardiff Arms Park on a long-term contract in the summer, and head coach John Mulvihill has high hopes for the future.
He said: “Luke has all the potential to develop into a very good regional player. He is already a very good communicator, who can direct a team around the field. He also possesses a very good long and tactical kicking game, which will suit the continued development of our expansive game.
“Worcester could not speak highly enough of Luke and had it not been for their EQP quotas he would have enjoyed a lot more game-time so it’s great to bring him back over the bridge.
“He’s a young Welsh talent whose improvement will be accelerated in our programme by rubbing shoulders with the likes of Jarrod Evans, Jason Tovey and Dan Fish. We’re looking forward to welcoming Luke to the Arms Park as we build for the future.”
Scully, who attended Neath Port Talbot College before switching for Sixways, will compete with the likes of Jarrod Evans and Jason Tovey for the number 10 jersey.
He is the second player to agree a move to the Welsh capital, following last week’s announcement that Sale Sharks number eight Sam Moore had put pen to paper.
Scully is now relishing the opportunity to take the next step in his career at the Arms Park and can’t wait to link up with the Blues’ lethal backline.
He said: “I’ve had a great time at Worcester and remain really grateful for the opportunity and experience they have given me but now I am looking forward to returning to Wales.
“Cardiff Blues are really building something at the Arms Park and have a proven track record of developing young players. They have some unbelievable talent in their backline and I can’t wait to learn as much as possible from their environment while playing my part in the years ahead.”
