Williams will start on the wing against the Red Rose with Navidi also coming straight back into the starting XV at No 8. Neither man has played Test rugby since Wales finished fourth at last year’s World Cup.
Pivac has made four changes to his team from the one beaten by France last time out with prop Rob Evans and scrum-half Tomos Williams also returning.
“The key was to get enough volume into them. We’ve done that and we think they’re both ready to go,” said Pivac on Navidi and Williams. “They’ve put in a lot of hard work to get to the start line this weekend.
“They’re both very experienced players and they know their bodies as well as anyone.
“We’re confident they can do a job for us.”
Wales also have fly-half Dan Biggar fit to start. “Dan ran well today. He’s been goal kicking and he’s good to go,” Pivac said after naming his team to face England on Thursday.
“He ran today and he’ll run tomorrow in the captain’s run. He’s fine. When he got the injury, if it was a Test match, who knows he may have played on.
“At the end of the day, he’s come off, he’s been treated and the medical team have done a great job with him.”
Looking ahead to facing Eddie Jones’ England, Pivac added: “They have quality players whoever comes into that squad. For us it’s all about England and the excitement. It’s my first tournament and we look back on the French game and the opportunities we created but didn’t finish.
“That’s something we’ll need to do this weekend. We’ll just keep working positively to try and achieve that. We’ve prepared as well as we can. We’ve got a good side taking the field.
“It’s an England against Wales match and it’s one which the players are thoroughly looking forward to. I thought England were very, very impressive against Ireland.
“They controlled that game from start to finish and dominated in virtually all areas. They wouldn’t have been happy with that first half against France, but judging them on that Ireland game this is going to be a big task.”
