Williams has not featured for the Blues since mid-October but after recovering from an injury suffered during the autumn internationals with Wales, is named in the starting line-up as Blues look to keep their Cup hopes alive.
Director of Rugby Phil Davies rings the changes and gives many of his young stars the chance to shine in the Pool 2 encounter.
Owen Williams is paired with Dafydd Hewitt in midfield while Tom Williams is called up on the win. Dan Fish is named at full back with Pontypridd man Simon Humberstone coming in to partner Lewis Jones half back.
Young flanker Ellis Jenkins will captain the side from the back row alongside Rory Watts-Jones and Luke Hamilton at No. 8. James Down is selected in the second row while a new-look front row will see prop Thomas Davies and hooker Rhys Williams pack down alongside Benoit Bourrust.
Loosehead prop Lewis Smout and Academy front row Callum Lewis are named among the replacements.
Captain Jenkins said: “The LV=Cup is all about youngsters stepping up and trying to make an impression. It’s a good opportunity for people to claim a jersey going forward into the league games.
“Obviously we want to win this game on the weekend. We are looking for a good performance from some youngsters and hopefully we can make a good impression.”
Last year’s Wales Under 20 captain added: “Bath are a good team with a big squad.
“They will have had a number of international call ups so we don’t know what kind of team will be playing but whatever team they pick, it will be a big side. We will have to step up to the mark.”
The Blues also include Wales Sevens and Pontypridd speedster Owen Jenkins on the bench after the wing signed a senior contract with the region. Jenkins, son of former Wales hooker Garin, signs up alongside Bristol winger George Watkins.
The 20-year-old Jenkins has impressed both with Wales Sevens and Pontypridd in the Principality Premiership.
Watkins, who is Welsh qualified, has scored a blistering 51 tries in 87 appearances for Bristol – including 39 in the league to make him the club’s joint leading league try-scorer.
Davies said: “George and Owen are two talented young Welsh players who will be important for the Blues for years to come.
“I’ve known about George since my time at Worcester Warriors when I tried to sign him. I have followed his progress for the last four years in the English game and he is a prolific try scorer in a competitive league.
“Being Welsh qualified, I knew he was keen to come to play in Wales and he’s a young wing who will thrive in our system. He has an excellent attitude and is keen to get started.”
He added: “Owen has really impressed in our Academy, made his debut for us this season in Italy, where he played exceptionally well.
“He has been involved with the Wales Sevens so has great footwork, is a good defender and scores tries. Owen comes from a good rugby family, as I played with his father, and I know he will only get better during his time with the Blues. His potential is clear for all to see.
“It’s exciting for us to sign up two talented young Welsh players on long-term deals and I now look forward to seeing them both impress in the coming years.”
