The Welsh region dominated the opening forty minutes, preventing their visitors from finding any foothold in the game.
Flanker Lewis Evans opened the scoring after 12 minutes for the Dragons, he found himself in space after a delightful miss pass from fly-half Jason Tovey and sprinted through to score.
Tovey added the conversion and then a penalty ten minutes later.
It was the Dragons next on the scoresheet as well, Adam Jones scoring his side’s second try with Tovey again on form with the boot.
James Hook, who kicked all Perpignan’s points in their opening Amlin Challenge Cup victory over Exeter Chiefs last weekend, got his side on the board just before the break with a simple penalty.
Hook then struck first after the interval kicking his second penalty after 48minutes.
Perpignan’s pack tried their utmost to drive their team back into the game, but even for their dominance upfront they couldn’t break down the Dragons spirit.
Even with less ball than in the first period, the hosts still managed to keep the points rolling over, with Tovey kicking two quick drop-goals in succession to stretch his side’s advantage.
Adrien Plante crossed for a late consolation for the visitors.
