The defending champions possessed a huge pack and used them to good effect throughout to snuff out any Welsh hopes of recording their first victory of the campaign.
England opened the scoring in the 11th minute after good work by fly- half Miller. No 8 Chris York was on hand to carry on and score under the posts to give Miller a gift conversion.
England attempted to play more like the Harlem Globe-trotters in tricky and slippery conditions but too many forced passes meant they were unable to get over the try-line.
Blindside flanker Josh Ovens was sent to the sin bin to give Wales a one-man advantage. The men in red immediatly surged downfield to set up an easy penalty for Tovey who sent the ball sailing between the uprights to reduce the arrears.
The Dragons fly-half then missed a golden opportunity to reduce the deficit to a single point when he sent his penalty wide but Wales were given a little glimmer of hope when England were down to 13 men when try-scorer York was sent to the bin.
However, England increased their lead when inside centre Henry Trinder caught the Wales defence napping close to the line when he took a quick tap 10m out from the try-line. Miller landed the conversion to give England a handy 14-3 in deteriorating conditions.
Calum Clark delivered a hammer blow two minutes from the break when finishing of a 50m move started by Seb Stedman. With Miller adding the conversion from wide out, Wales had it all to do going into the halftime break 21-3 down.
Wales got the ideal boost early in the second half when Tovey sent over a penalty. This spurred Wales on and Scot Andrews gave Wales further hope when he drove his way over to give Tovey an easy conversion.
Five minutes later England hit back when Miller produced a moment of magic when he stepped his way through the Welsh defence to finish in style to score a converted try.
Tovey continued to chip away at the lead with another penalty but the task proved too big a hurdle to climb as England cruised to a four tries to one victory.
