On a freezing Friday night, Tovey ensured the Dragons travelled home with a victory in their back pocket, getting things going with an early try following a mistake by Nikola Matawalu.
The fly half then created a score for Will Harries via a nice kick over the top and added two conversions, two penalties and a drop goal in a superb individual display.
Matawalu had crossed for an early score for the home side but after that, they were never in the game.
Glasgow put 97 points on the Dragons in their two fixtures last season but this was a different story. However, it was the home side who started the better, Matawalu diving over from a Stuart Hogg pass after Pat Leach had been the first Dragon to see yellow.
Tovey responded with a pair of penalties and took advantage to score a try when Fijian Matawalu had a moment of madness. The former Cardiff Blues 10 converted his own score for a surprise interval lead.
Henry Pyrgos reduced the Glasgow deficit at the start of the second half and although Matthew Pewtner was the next into the bin, Tovey’s cross kick found Harries in plenty of space. The winger did the rest and although the relentless Tovey converted, the Dragons went down to 13 when Netani Talei was penalised for a dangerous tackle.
Glasgow produced wave after wave of attack but a try failed to arrive and when Tovey dropped a late goal, it was a fitting end to a superb display.
