A first-half kicking battle at the BT Sport Arms Park was broken by a well engineered score from Sion Bennett before Ellis Jenkins wrapped up the points for hosts.
Josh Lewis fired the Scarlets into the lead after just three minutes. The hosts could not temper their early excitement and were caught offside at a ruck, fly-half Lewis had ice running through his veins to convert the early chance.
Simon Humberstone got the hosts back on level terms seven minutes later with a penalty of his own after the West Walians went in at the side.
There was plenty of developing Welsh talent on show and Scarlets full-back Steff Evans caught the eye with electric pace and soft touches that had the home defence scrambling.
But nothing came of it and the kicking duel continued with Humberstone coming out on top adding two kicks to Lewis’ one to give the Blues a 9-6 lead. It all came together for the Scarlets two minutes after the break.
Rob McCusker delivered ball off-the-top of a five metre line-out before fly-half Lewis sent a deft chip into the hands of the on-rushing Bennett, who collected and dotted down for the first try.
But Ellis Jenkins squirmed in at the corner to give the Blues the advantage before Harry Davies slotted a penalty to maintain his side’s perfect start.
